I have a 38 gallon aquarium with a 36 inch lighting fixture, with two T5Ho 39 watt 12kk power white bulbs, and two T5HO 39 watt 460nm Actinic blue bulbs, i'm wondering if this is sufficient lighting for coralline growth?

Yes...but there's more to it than just having adequate lighting though.

Coralline is something that is added to your tank by having something that already has this growth on it. It will grow under that lighting but it likes the same water conditions that corals do. Low nitrates and nitrites, low phosphate and a good amount of calcium.
