Read up on the Ammonia cycle so you know what we're all talking about when we refer to the cycle
Basically, when you have your rock and everything read (minus fish) you add a raw table shrimp or a pinch of fish food to the tank to kick things off
After that, you'll see ammoinia spike, followed by a spike in nitrates, and finally, you'll test negative for ammonia and nitrite, but start seeing nitrates. At this point I would do a good 20% water change, then test again 24-48 hours later. If the results come back the same, you should be able to add your first fish
Also, I would wait at least a year on the anemone, they are not the easiest critters to keep, and they are capable of 'nuking' a tank when they die. It's best to know what you're doing before attempting to keep one
