Scarlet skunk cleaner shrimp not cleaning

I just threw a scarlet cleaner shrimp in my tank and he just seems to hide out under the rocks and only comes out when I throw food in the tank.. When my fish go near him and display cleaning behavior he just sits there and touches them with his antennas.. I have two Chromises, two clown fish and a small Toby puffer.. Anybody have any ideas?

Give it some time to settle in, it may take it a while to start cleaning

I'd also be a little concerned that your puffer might eat it for a snack, so just keep your eyes open for that!

In my experience, some clean and some don't. I don't know why, but my cleaner shrimp never did...
