New start up

I am going to be setting my tank in a few days. I have 100lbs of base rock from reefrocks.net and I want to seed it with some live rock. Can I add the live rock with my dry rock right away and drop a shrimp in and let the cycle begin. I will be adding about 10 - 15lbs of live rock in the DT and the refugium. The tank is 70 galoon and 30 gallon sump.
