You can't just change the wattage of the bulbs in your fixture. Once you buy a fixture, you are stuck with those same bulbs. Bulbs of a different wattage won't run in it.
Go with a 48" T5 fixture. One 48" T5 fixture will be cheaper than two 24" fixtures. And as someone else mentioned, fewer bulbs to change.
You know you don't need lights right away. You only need to get them if you want to keep corals, anemones or clams. Everything else will be fine without reef lighting.
