how does this thing work, what pumps the water from the over flow box.

A syphon action. Same principal that a hose takes water out of the tank to a bucket on the floor for water changes

good ol gravity. you need to start a suction with a short piece of air hose tubing and once the water starts flowing into the sump, the return pump sends it back into the tank
