Phosban from your LFS should come with a media bag. Just put the phosban in the bag, rinse it in some clean RO water and place it in the filtration area. You want the water to flow through if from the tank to the return pump area. Depending on how big or small that area is, you may have to get creative for placement.

i got chemi-pure elite and have had it running in my filter for about a week now and there seems to be no difference.

Whats the flow rate of your filter? That will have an impact on your water quality.
