To keep from getting zapped like a MFer, with an open top you run the risk of condensation gathering in the balast, Im not sure of the technical terms but basic a ground fault works by triping the breaker if the electric doesnt close the loop...I think anyway. Basically you wont get electrocuted if you use one. Should always use them around water IE kitchen, bathroom and outdoor recepticles.
