I have a HOB skimmer for my 75 gallon that im going to set up, would it be possible, to just hang it on a 20 gal (used for sump) with no baffles, use suction cups to secure the return pump to the side of the tank, and still have it be a refugium as well.

So basically have a refugium/sump with no baffles.

It will probably work, but the skimmer won't be efficient. It needs to be set where the water level stays constant, which it won't in a sump with no baffles. When water evaporates, the water level in the sump will drop and affect the skimmers performance.
