spots on mandarin

so when i first got my mandarin i didnt notice anything unsymmetrical and then i remember once day soon after seeing a blue dark blue dot on his cheek.. which has been there since and i thought i just spaced out for a while haha... but now there is a blue dot on his nose that definitely wasnt there before... any fungus or disease or deficiency you can think of that he might have?
 
I wouldnt think that a fungus or bacteria would cause blue dots.But I dont know that for sure.
