Skimmer Question

I have the Octopus DNW-110 Recirculating Skimmer that I just bought recently, and I have a question about the return/output pipe. It's conected by what I believe is a double union valve (The picture here shows what my skimmer looks like).

This might be a stupid question, but should the pipe on the left, be able to come out after the double union valve? I screw it down and the pipe just comes out with ease. This doesn't seem right. Can someone fill me in?

If it like my Octo extreme 200 it should rotate so you can adjust the water level in the skimmer. Thats what mine does and the set up is very similar minus the recirculating part.

I don't think I worded this right... Here's a picture.

The area circled in red is what I'm talking about. When I screw down the "thing" the pipe that it's connected to still comes out; no force needed. Is this supposed to happen?
