Raising Ph

Baking soda will not raise pH. If anything, it will slightly drop it and raise alk. You can bake the baking soda and it will then slightly raise pH along with alk.

Your pH sounds right on. It's normal for it to be around 7.8 before your lights come on and around 8.4 during the day.

when I set my tank up the ph was stuck around 7.8 or so and wouldn't come up, I added one dose of seachem marine buffer and it's been at 8.3 for about a month now and I only used it once

pH will be the highest right before the lights go out, and the lowest right before they go on. To get accurate readings, try to test at the same time every day. It will usually range between 7.8 and 8.4.
