Quick Sump/Skimmer Question

I have a protein skimmer setup (cylinder) in my under-tank sump, and lately it hasn't been overflowing much foam in to the collection area. I've tried and tried to get it generating foam up over the top and in, but it doesn't seem to want to.

1) Is a protein skimmer effective if it's only intermittently overflowing in to the collection?

2) Should I consider replacing my pump? I've tried taking it apart and fussing with it quite a bit, I can't really see anything wrong with it and it seems to be running fine.

There will be times where you wont get much foam into the cup,then other times it'll fill the cup fairly quick.It all just depends on how much waste is in the water.

It also depends on what brand of protein skimmer it is. Some of them just suck and stop working after a little while!

As far as the sump goes, what size pump would you recommend for this sump
the RS-100 for a 75gal

would I be able to make a fuge within this sump also?

Currently I have a canister filter that I maintain on a regular basis. I also have a CPR BakPak2 (HOB)
