PVC overflow help

So since I have been having a little problem with Nitrates being elevated I decided to build a refugium. I have a 20 gal long for the fuge but I am having difficulties with the design of the overflow. I can build just about anything, so I am going to make it out of PVC, I figure 3/4 or 1". Can anyone give me measurements? That is where I am stuck. I understand the gravity siphon, I am just confused on how long I should make the sections that hang in the tank and where I should place the "T" piece to go to the fuge. I want it to be safe, so god forbid we have a power outage, I wont have 150 gal of saltwater in the living room and a bunch of smelly dead fish and rock. How far below the normal surface should I place the intake? And how far below the intake should I place the "T" ?

The Refugium I am ok with, I have read lots of threads on the design and set up, but for the life of me I cannot figure out how big to make the overflow.....:dunno:
