I will be getting my new tank soon and was wondering if I have to buy the lights at the same time or if I can cycle the water with out the lights, and then just add the lights when I'm ready to add the fish.

You don't need the lights while cycling the tank.Yes,you can wait til you get your first fish.

its actually better to not use lights during the cycle to keep algae from getting overblown.

You don't even need lights for fish, but you do need them for corals, clams and anemones.
