Yep, that's how it works. Dead rock will become live rock if it's in contact with live rock.

I started with all base rock and just one nice piece of live rock. All my base rock is no longer white and has coralline algae. Within a couple months you should see the spread of coralline.

Your base rock should seed with the bacteria needed for any saltwater aquarium in time. Any amount of live rock should help. I would get at least one nice piece.
