What is a ballast? What does it do? Why don't other light fixtures have ballasts --or do they?

A ballast is sort of a transformer that takes house current and converts it to the type and amount of power needed to fire a particular bulb.
All power compact fluorescent, HO, VHO and metal halide bulbs need to run off a ballast.

you just dont see them since they are hidden away in a fixture when you buy it
