Salt mixture is telling me to use tap water.

I am currently living in Japan at the moment, and I bought a Japanese salt mixture for a saltwater aquarium that I'm going to start up. On the package, it says to use tap water, since there are chemicals in the mixture that help neutralize it. Is this a special case, or does a lot of salt mixtures say to use tap water, but everyone uses RO/DI or distilled water anyways?

Some salts ( Aqua Vitro for one ) has a dechlornator in the salt. But unless you completely trust the water supply, use RO/DI.
