while during my cycle process... should i be using a uv sterilizer and or a protein skimmer? or should i install those after the cycle is done?

You can install them after the cycle is done. Installing them now could prolong the cycle.

Should I run the filter during a cycle?
Should I run the filter while the sand is settleing, or just wait then turn it on?

no.I wouldn't, just let the tank cycle. running any kind of filtration will only trap the nitrate's and such...

You can run the protein skimmer and filters now.It will take time for the protein skimmer to break in anyways.

You should wait til after the cycle is complete before running a UV sterilizer.It will kill the beneficial bacteria in the water column during the cycle.

I have set up a tank before, but learned the hard way that rushing it the WORST way to do things. So I am trying to do everything perfectly this time :)
