I would say 10% would be a good place to start , but if it appears to be getting darker over time then you might have to get more aggressive with them - maybe 20% or more. is there anything in the tank right now ? If not then I would just do one really large change 50% or more to get as much...

Sounds like a water born algae bloom. I would get some carbon going , continue with water changes 9the larger the better) , and just be patient.

Also , try to avoid systems where the DI resin lays flat. The water doesn't get proper contact time with the media to work as well as it should. I'm not saying that it WONT work , I'm simply saying that its not the ideal way to house DI resin.
