Collecting fresh sea water from jetty ??

Collect from as far out and as deep down as is possible. Its fine if you make sure to do that, away from possible pollution. Many aquariums (San Francisco comes to mind) use open circuits with the bay water.

Starting my first reef tank, help needed

Use fine sand, not anything coarse. Stir a little bit everytime you feed. Most salts mix up at 1/2 c./gal. Use RO/DI water and quality salt. If you plan on corals at some point, start with a reef salt. I use Instant Ocean Reef Crystals and they work well for me. You will also need good flow and...

    Colors for LEDs

Purple is 420 nm, UV is 260-280 nm. EcoTech started putting UV's in their new Radions for coral growth.

    Snowflake eel???

Uhh, sure. Maybe it's affectionate towards the hand that feeds it. Or maybe it wants another sheet of nori?

    Snowflake eel???

That's more what I meant, I shouldbe clarified. They're naturally grazers, though and don't look for meat as a main source of food. I think that spirulina brine and mysis is actually recommended by some.

    Snowflake eel???

Eels are not reef safe, yes he will eat them. They also need huge tanks, as do your tangs, and I think you are already well stocked to say the least. I would take the eel and both the tangs back. And no, the tangs would not eat him, they are herbivores.

    reef tank without sump possible?

Yep, I would do a couple 750's and a decent light fixture. I don't run a sump or protein skimmer due to space issues and I think my tank is doing really well. The biggest issue is stability and if you can keep your parameters stable then you should be set as long as you have good lighting and flow.

    New tank bought on craigslist

General techs can usually rebuild a trans if they're any good. Not too difficult to do if you know what you're doing.

    My First 10 gal Nano

I ran a 5.5, 10 and 20. I think my favorite was the 5.5. Toss a few pounds of sand and rock in and a good light (Par 38 or a ReefBreeders LED) with a single 425 or 2x 240 Koralias. I think a 240 and 425 would be good in a 10 and I ran 2x425's in my 20. 5.5-10 gallons are a good nano size because...

    Colors for LEDs

Yeah, it sounds good. You may have to swap a few of those whites for higher Kelvin diodes, but give that a shot and see.
