    Lots of questions.

A 48x11 = 23g's? I would not go dsb. There are to many gobies, they won't get along to we'll unless they are from the same clutch. Even then I think adulthood and aggression will set in. I purchased the generic jbj ato. 79.99 and it still works. (Over 2 yrs.)

I would just buy the new pump for 50 bucks honestly unless you want to buy a whole new one. Coralvue (reef octopus) has all the parts you'll need same as brs, or marinedepot.

    reef octopus skimmer went kerflooey

It sounds like you found ground! 5 years is a fair deal. I wouldn't expect longer. I suppose it all depends on the condition it's in. 8 in reef octopus skimmers are rated for 225g plus tanks.

    tank set up?

Welcome aboard. A mandarin is a hard fish to keep. You need a lot of live rock for the amount of pods they eat in a day. Bigger tank is better and waiting a year for the tank to settle in would help out alot. Harlequin shrimp again are hard to keep because you need to supply them stars. They...

    Low PH

No.... i don't believe so. I think you would see alot of other issues. Flow is the biggest. Low flow can cause co2 to build causing the pH to drop.
